What counts as a portable restroom?
A portable restroom is any temporary toilet facility brought to a site and taken away afterwards, which in practice covers two very different products. One is a single-occupant cabin with a sealed holding tank. The other is a towable trailer with flushing toilets, running water, lighting and climate control.
The word restroom rather than toilet usually signals the second kind, and the price gap between them is roughly six to one. If you are pricing a party, a wedding or anything client-facing, that is the decision that matters. Everything else is detail.

Trailers need a 110-volt 20-amp circuit and a hose connection per manufacturer spec, with fresh water tanks typically 100 to 300 gallons and waste tanks 200 to 500 gallons. What is a luxury portable restroom trailer?
A luxury portable restroom trailer is a towable restroom with porcelain fixtures, hardwood or vinyl plank flooring, mirrors, interior lighting, sinks with running water and heating or air conditioning, built to be used by guests in good clothes. It is the product people picture when they search for a luxury portable restroom rental and are surprised by the price.
In New York the constraint is rarely budget. It is tow access and staging. A 24 foot trailer needs a route in, a level spot to sit and somewhere for the tow vehicle to go afterwards, and plenty of Brooklyn and Manhattan venues have none of those. Portable restroom rental for a party or a private event
Plan one unit per 50 guests for a four hour event, and add 15 to 20 percent where alcohol is served. Past six hours, step the count up again. Where units are clustered, the 2010 ADA Standards section
213.2 exception 4 requires at least 5 percent of the cluster, and never fewer than one, to be accessible.
A few things that reliably go wrong at New York parties:
- The rooftop is reachable by lift but the freight elevator closes at 6pm
- The backyard gate is 36 inches and the unit is 44 inches wide
- Nobody checked whether the block takes a delivery truck on a Saturday morning
- The trailer arrived and there was no 20-amp circuit within reach

ADA portable restroom trailers
An ADA portable restroom trailer is a towable restroom with a powered lift or integrated ramp and an interior sized so a wheelchair user gets the same facility as everyone else. The 2010 ADA Standards set the interior geometry: a 60 inch turning space in section 304.3.1, a 32 inch minimum clear door width in section 404.2.3, and 30 by 48 inches of clear floor space in section 305.3.
The ramp needs level ground to land on, which on a New York site is a real constraint rather than a formality. Where a trailer will not work, a standalone ADA accessible unit on a hard surface does the job. The ADA restroom requirements guide has the counts and the routes.
Do portable restrooms need a permit in New York City?
On public right of way, yes. A unit or trailer on a New York City street or sidewalk needs a permit from the Department of Transportation, filed through borough offices, with turnaround from about a day to several weeks depending on the borough and the type of work. The NYC DOT Bureau of Permit Management and Construction Control at 55 Water Street runs it, and 311 gives block-specific guidance. Street fairs and block parties go through the city's Street Activity Permit Office as a separate track.
Pedestrian clearance is the first filter, before anyone reads the application. Nothing blocks a curb ramp, a building entrance, an emergency path or a work-zone route, and the 2010 ADA Standards call for a 36 inch minimum clear width on a pedestrian access route in section 403.5.1. Servicing a portable restroom during an event
ANSI/PSAI Z4.3 sets weekly servicing as the minimum for a unit in normal use, which is the floor rather than the plan for an event. A busy Saturday usually wants a mid-event visit, and a two-day festival wants an overnight one. A trailer's larger tanks, typically 200 to 500 gallons of waste per manufacturer spec, often carry a full weekend without a visit, which is one of the real arguments for renting one.

Venue and borough notes that change the plan
Venue rules come before ours. Citi Field, Yankee Stadium, Flushing Meadows Corona Park, Prospect Park and Randalls Island each set their own service vehicle access and lead times, and none of them match. For park and waterfront sites, staging space usually decides how many units can be delivered at once rather than how many you need.

When a trailer is not worth it
For a jobsite, almost never. OSHA 1926.51(c)(1) asks for one toilet per 20 workers on a 40-hour construction site, and standard units meet that at a fraction of the cost. Four standard units for a weekend runs $700 to $1,200 against $1,400 to $3,000 for a four-stall trailer.
If the event has hard hats, rent porta johns. If it has a dress code, rent the trailer. If it has both, which happens on film shoots more often than anywhere else, rent both and put them in different places.
