What is a flushable porta potty?
A flushable porta potty is a portable toilet with a foot-operated flush pump, a fresh water tank kept separate from the waste tank, and an interior hand sink with its own supply. Press the pedal and water moves through the bowl. That is the whole difference in mechanism, and it is why the inside of the unit looks and smells different by hour six of an event.
The waste tank is the same 60 to 70 gallons as a standard unit per manufacturer spec. The fresh water side is smaller, generally in the 10 to 20 gallon range depending on model, which is why usage volume matters more on these than on a standard porta potty rental. Heavy traffic empties the fresh water before it fills the waste tank.
Deluxe porta potty vs standard: what you actually get
Both units come off the same truck and take the same footprint. What changes is everything a guest touches.

Why New York rents more deluxe units than most cities
Film and television production is the main reason. New York shoots year round and books at short notice, and location crews expect a flushing unit with a sink at basecamp rather than a construction-grade box. Production permits themselves run through the Mayor's Office of Media and Entertainment, so that paperwork is usually already moving before anyone calls us about restrooms. The second driver is the street fair and block party calendar, which concentrates into a run of weekends between May and October across all five boroughs. Anything where the public queues and buys food does better with flushing units and a handwashing station than with a row of standard boxes. Does a flushable porta potty need water or power?
No, and that is the point of it. A deluxe flushable unit carries its own fresh water in an onboard reservoir and the flush is a mechanical foot pump, so there is no hose connection and no electrical supply involved. It sits on a driveway, a lot, a rooftop or a closed street exactly like a standard unit does.
That is also the line between a deluxe unit and a restroom trailer. A trailer does need a 110-volt 20-amp circuit and a hose connection per manufacturer spec, which on a New York rooftop or a park site usually means adding a generator and a water tank to the order. If the site has no utilities and the budget will not carry a generator, the deluxe unit is the answer rather than the compromise.
What does a deluxe flushable porta potty rental cost?

On a jobsite the count still runs off OSHA 1926.51(c)(1), one toilet per 20 workers on a construction site working a 40-hour week, and a deluxe unit counts the same as a standard one against that ratio. Paying more per unit does not let you order fewer of them.
Deluxe units need refilling as well as pumping, so a heavily used one on a two-day event usually gets an overnight service visit built into the quote. Servicing a flushing unit, and what changes
ANSI/PSAI Z4.3 sets weekly servicing as the minimum for a unit in normal use. On a flushing unit the visit has an extra step: the waste tank is pumped, then the fresh water reservoir is refilled and treated and the sink supply topped up. New York State licenses the haulers who move that waste under 6 NYCRR Part 364, the waste transporter permit rule.
Skip the refill and it stops being a deluxe unit. Anyone quoting a flushable rental without naming how often the fresh water gets topped up is quoting half a service. Permits, placement and the sidewalk problem
A deluxe unit is the same width as a standard one, roughly 44 inches, so it runs into the same New York constraint. A unit on a city street or sidewalk needs a permit from the Department of Transportation, filed through borough offices, with turnaround from about a day to several weeks depending on the borough and the type of work. The NYC DOT Bureau of Permit Management and Construction Control at 55 Water Street runs it, and 311 is the quickest route to an answer for a specific block.
Pedestrian clearance comes first regardless. No curb ramp, entrance, emergency path or work-zone route gets blocked, and the 2010 ADA Standards call for at least 36 inches of clear width on a pedestrian access route in section 403.5.1. Winter, and the one real weakness
The flush pump and the fresh water lines hold water, and water freezes. Below freezing a deluxe unit needs a heated placement, a winter additive in the fresh tank, or a switch to standard units for the cold months. On a January site in the Bronx that is a genuine decision, not a footnote.
