Festival restroom rental is the supply, placement and repeated servicing of portable toilets, accessible units and handwashing for an outdoor event that runs for a day or longer on ground with no plumbing. It differs from a single-day event rental in one way that matters: the units get serviced while the festival is still standing, so the service route has to be designed at the same time as the layout.
New York produces three distinct festival shapes, and each one changes the answer:
- Street fairs and block festivals, permitted through the Street Activity Permit Office in the Mayor's Office of Citywide Event Coordination and Management, concentrated between May and October
- Park festivals, on NYC Parks ground such as Flushing Meadows Corona Park, Prospect Park and the bandshell there, permitted through the Parks special events process
- Island and stadium festivals, at Randalls Island, Citi Field or Yankee Stadium, where the venue sets service vehicle access and lead times before the city does
How many portable toilets does a festival need?
Start from one unit per 50 attendees for a four hour session, add 15 to 20 percent where alcohol is sold, and scale with hours rather than headcount alone. Festival attendance is a turnstile number, not a crowd number, so plan against peak simultaneous attendance and not the total gate.

Where units are clustered at one location, the 2010 ADA Standards section 213.2 exception 4 puts the accessible share at 5 percent of the cluster, so 40 units means two ADA accessible units at minimum, on level ground with their own approach. Servicing a festival that is still running
A standard unit carries a 60 to 70 gallon holding tank per manufacturer spec, and a busy festival bank will work through that faster than any weekly schedule contemplates. ANSI/PSAI Z4.3 treats weekly servicing as the floor for normal use, which means festival use needs a written service plan on top of it: overnight pump-outs between days, mid-day restocking on long single days, and a dedicated route the truck can drive without crossing the crowd.
That route is the hard part in New York. On a closed street the truck has to come in from the barrier line. In a park it has to stay on the service road, because NYC Parks does not let a loaded vacuum truck cross turf. Do festival restrooms need a DOT permit?
If a unit sits on a New York City street or sidewalk, yes. It needs a permit from the Department of Transportation, filed through borough offices, with turnaround running from about a day to several weeks depending on the borough and the type of work. The NYC DOT Bureau of Permit Management and Construction Control at 55 Water Street administers it, and 311 will route you to the right borough office.
That sits alongside, not instead of, the street activity or parks permit for the festival itself. Pedestrian clearance still governs the layout: no curb ramp, building entrance, emergency path or work-zone route blocked, and the 2010 ADA Standards require a 36 inch minimum clear width on a pedestrian access route in section 403.5.1. Handwashing, food vendors and the health rules
Any festival with food vendors needs handwashing, and the New York City Department of Health and Mental Hygiene requires a temporary food service establishment permit for those vendors with handwashing facilities as part of it. Plan two sink stations per bank of 10 toilets as a baseline, more where food is served close by.

Layout notes from festival sites in this city
- Split large banks into several smaller ones. Two rows of 10 in different corners beat one row of 20 every time.
- Keep banks 50 to 150 feet from food, and downwind if the site has a prevailing direction.
- Light the approach. A light tower beside a restroom bank prevents more problems than any amount of signage.
- Leave the vacuum truck a legal stop within roughly 30 feet of the units.
- On a multi-day festival, plan a storage container for supplies and a roll-off dumpster for vendor waste on the same site plan.
Questions festival organisers ask
How early do I need to book for street fair season? Early. May through October concentrates most of the city's outdoor events into a limited number of weekends and the fleet books out ahead of the calendar.
Can you service overnight? Yes, and on multi-day festivals that is normally the plan. It needs an agreed access point and someone on site who can let the truck in.
