The permit question, which does not go away in an emergency
A unit on a New York City street or sidewalk needs a permit from the Department of Transportation whether the situation is urgent or not. Approvals run through borough offices, and turnaround ranges from about a day to several weeks depending on the borough and the type of work. A single unit serving a building of 60 people needs servicing every two or three days, sometimes daily. Say the headcount plainly when you order so the schedule is right from day one rather than corrected after a complaint.
